Redflex Traffic Systems Debuts REDFLEXSpeed® Mobile TAG

PHOENIX, AZ—October 7, 2009—Redflex Traffic Systems, Inc., the largest provider of photo enforcement systems for roads and highways in the United States, today announced the debut of its REDFLEXSpeed® Mobile TAG (“Tow And Go”) violation monitoring system. An industry leading system, REDFLEXSpeed® Mobile TAG is a mobile speed violation monitoring system with enhanced security features that make use of non-intrusive vehicle detection technology.

This field-proven technology is controlled and operated by Redflex’s new state-of-the-art Remote Operations Center (ROC). The ROC is the first of its kind in the United States and offers cities and states the next generation in mobile speed enforcement monitoring to build upon the current fleet of Redflex mobile speed units.

The ROC can remotely monitor speed enforcement equipment from a centralized location/headquarters anywhere in the country allowing for unattended duration deployments in the most demanding environments. “The Tower” feature allows for situational flexibility through an additional or stand-alone video surveillance or enforcement operations in targeted areas.

Specific ROC capabilities include:

• Centralized dispatch, monitoring and tracking.
• Increased automation meaning 3 times the deployment time, an increase from 8 hours to 24 hours. Longer deployments are also configurable using hybrid power technology.
• Increased consistency of image quality.
• Enhanced situational awareness at roadside deployments.
• Event monitoring and recording.

With unparalleled flexibility, customers can leave REDFLEXSpeed® Mobile TAG unattended for up to 1,000 hours (or longer with an on-site refuel). Offering various security enhancements, REDFLEXSpeed® Mobile TAG also features extended digital video recording from multiple video camera feeds along with intruder alerts and bi-directional audio. Either customers or Redflex can own and operate the mobile speed violation monitoring systems.

Redflex Named as Finalist in Arizona Technology Council’s 2009 Governor’s Celebration of Innovation Awards

Poll: Vast Majority of Louisiana Residents Support Automated Traffic Cameras in Their Communities

PHOENIX, Ariz.—August 27, 2009—According to the results of a new poll released this
week, the vast majority of Louisiana residents support the use of photo traffic enforcement to
monitor and discourage speed and red light running. The majority of residents also believe the
technology brings positive improvement to driver behavior while reducing traffic accidents and
fatalities, the poll shows. The poll surveyed 600 Louisiana voters and was conducted last month
by Southern Media & Opinion Research, Inc. Key findings are as follows:

• Nearly 72 percent believe the legislature should allow the use of traffic cameras.

• More than 70 percent said they support the use of video cameras to monitor red light
running and feel safer with the red light cameras in place.

• Nearly 66 percent said they feel safer with the use of video cameras to monitor speed. In
fact, a strong majority of those surveyed said they believe the cameras reduce the number
of people who speed and run red lights.

• A nearly unanimous 98 percent of voters agreed that red light running poses a danger to
drivers, their passengers and people in other vehicles while 96 percent consider speeding
to present a strong level of danger to themselves and others.

• In terms of preventing red light running, more than 70 percent believe cameras placed at
red light intersections reduce accidents, injuries and fatalities.

Also according to the poll, the majority of Louisiana residents believe such programs save lives
and “make drivers pay more attention to their own driving behavior.” Only 16 percent said they
don’t like cameras because they consider them an invasion of privacy.

“The poll results demonstrate that most people understand the dangers of speeding and running red
lights,” said Karen Finley, president and CEO of Redflex Traffic Systems. “Residents of Louisiana
understand that photo enforcement safety programs reduce collisions and increase safety.”
“Since implementing the SafeLight/SafeSpeed programs, Lafayette Consolidated Government
has seen a 68 percent reduction in total crashes within 100 feet of intersections where red light
running cameras have been implemented,” said City Parish President Joey Durel, for Lafayette,
La. “This sharp decline in traffic crashes not only reinforces the effectiveness of the program but
also reflects dangerous driver behavior is changing in a very positive way.” The Lafayette
Consolidated Government currently monitors 18 approaches where red light running and speeds
are monitored, and also has two mobile vehicles to monitor speeds in neighborhoods and other
roadways.

According to the National Highway Traffic Safety Administration’s (NHTSA) Fatality Analysis
Reporting System, in 2005 alone, nearly 9,200 people died and approximately one million people
were injured in intersection-related crashes. A 2005 NHTSA data report cited red light running
as the cause of an estimated 805 fatalities. NHTSA reports also concluded that speeding is a
contributing factor in 30 percent of all fatal crashes, with an estimated 13,000 Americans dying
every year. The economic cost to society of speeding-related crashes is estimated by NHTSA to
be $40.4 billion per year – $76,865 per minute or $1,281 per second.
Redflex engaged Southern Media & Opinion Research, Inc. to conduct this independent poll.
Interviews were completed by telephone and the respondent sample was drawn at random from a
listing of telephone numbers for voter households in Louisiana. Poll results had a margin of error
of 4.0 percentage points at a 95 percent confidence level.

City of Newark Selects Redflex Traffic Systems to Provide Red Light Safety Enforcement at Dangerous Intersections

PHOENIX, AZ—June 18, 2009—Redflex Traffic Systems, Inc., the largest provider of
photo enforcement systems for roads and highways in the U.S., announced a partnership with
Newark, New Jersey to provide photo enforcement at dangerous intersections in the city.
Newark, with a population of approximately 300,000, joins Edison, New Jersey as one of the
first cities in the state to use red light photo enforcement.

In January 2008, a five-year pilot program was established in New Jersey in order to
determine the effectiveness of traffic control signal monitoring systems. Under the state’s
Department of Transportation (NJDOT), the state of New Jersey is now operating a Red Light
Running Automated Enforcement pilot program.

“While bringing jobs and revenues to Newark is important, this program was created to
reduce lawlessness and save lives, which is critical,” Mayor Booker said. “We will save lives
in all of our neighborhoods. I commend our Department of Engineering and the New Jersey
Department of Transportation on developing this program,” Mayor Booker said.

The program will begin with ten intersections, but the contract calls for up to 400 systems and
provides for a contract term of five years with one two-year renewal. The intersection at
Broad Street and Raymond Boulevard in Newark is the site of the first red light camera in the
city. The heavily-trafficked intersection of Broad Street and Market Street will be the second
site in Newark. These represent the two most dangerous intersections in the city, according to
city officials.

“Newark’s decision to implement this important safety program is significant as New Jersey
looks to photo enforcement as a tool to reduce collisions,” said Karen Finley, President and
CEO of Redflex Traffic Systems. “We look forward to working with the City to realize the
benefits of this technology that have been experienced by cities in 25 other states across the
country.”

NJDOT will continue to determine specific locations across the state that have a demonstrated
history of violations and accidents related to red light running. The pilot program will assess
if a photo enforcement system is an effective long-term tool to increase safety at these
locations.

Redflex Traffic Systems Selected by City of Phoenix for Photo Enforcement Safety Program

PHOENIX, AZ—June 5, 2009—Redflex Traffic Systems, Inc., the largest provider of photo enforcement
systems for roads and highways in the U.S., was awarded a contract with the city of Phoenix, Ariz. to continue the city’s existing red light and school zone enforcement program.

Redflex was awarded the three-year contract following a highly competitive tendering process. The previous photo enforcement provider was American Traffic Solutions, which also participated in the process.
